Section 401 Water Quality Cert. Rte 12 Reconstruction project


DRAFT Section 401 Water Quality Certification # 2017-404I-001 for the
NHDOT Route 12 Reconstruction Project in Walpole and Charlestown
is available for public comment

Dear Interested Party or Stakeholder: In accordance with Section 401 of the Clean Water Act (33 U.S.C. 1341)
and NH RSA 485-A:12, III, a draft Water Quality Certification (WQC) for the Activity described below is now
available for public review and comment on the New Hampshire Department of Environmental Services (DES)
website at;

The draft certification states that based on the facts, findings and conditions in the certification, NHDES has
determined that there is reasonable assurance that construction and operation of the proposed Activity will not
violate State surface water quality standards.

Activity Description: The New Hampshire Department of Transportation (Applicant) is proposing to reconstruct
and operate approximately 2.75 miles of N.H. Route 12 in the Towns of Walpole and Charlestown (Activity). The
road is located between the Connecticut River to the west and the New England Central Railroad (NECR) to the
east. The purpose of this project is to address multiple accidents that have occurred along this section of
roadway, several of which indicate safety concerns associated with lack of shoulders, outdated guardrail, and
the absence of safety zones between the roadway and the Connecticut River or the railroad. Further, the
roadway is showing signs of substantial deterioration with several embankment locations showing signs of
instability and sloughing into the river. A copy of the 401 Water Quality Certification application
submitted by NHDOT is available on the NHDOT website at

INSTRUCTIONS FOR SUBMITTING COMMENTS: Comments will be accepted until 4 pm on October 18, 2017.
Only written comments will be accepted. Comments may be sent by postal mail, email or fax. Please include the
project name/certification number, your name, and organization; mailing address, email address and telephone
number with your submittal.
